Scottish's normally placatory education minister Lord James Douglas-Hamilton, has been accused of crying wolf. Warning that quality is under threat because of funding cuts, perhaps?
Nothing so mundane: during Scottish question time in the Commons, Lord James attacked the European directive to bring wolves back to the Highlands. According to Scottish Office officials, despite the Habitat and Species Directive which encourages the reintroduction of a species to help conservation, there are no current plans to reintroduce wolves, and Lord James's comment was "an ellipsis".
