No sooner have they issued their report on the growing problem of drop-outs than the Colombian police provide them with the perfect illustration of what this can lead to, capturing Cali drug baron Jose Santacruz Londono, of whom one paper reported: "He started his criminal career as a car thief and kidnapper, after dropping out of a university engineering degree."
Perhaps if he'd completed his course, Santacruz Londono, known as El Estudiante (the student), would have known enough to stay at liberty.
