The public stroking of new universities for their teaching should not distract us from an underlying agenda attempting to build consensus for reintroducing the distinction between "real" universities and non-university tertiary institutes, that is, a return to pre-widening participation days of an elitist system.

Let us not forget that a main reason for creating the new universities was to move away from this system.
