I am surprised at the THES (April 26) not knowing the difference between a language and its spelling in the item on proposals to reform the Russian language. "The proposals involve 23 changes to the rules governing Russian orthography". So, by this argument, if you speak without writing your utterances down, you do not have a language at all.
