Gillian Evans makes some interesting observations in relation to the Higher Education Policy Institute report on regulation I wrote with Roger Brown (¡°Hepi hits the buffer¡±, Letters, 14 November). One thing all appear to be agreed on, whatever the precise institutional arrangements, is that the regulator needs to be independent of the government.
One small point of detail: the letter refers to the ¡°Hepi proposal¡±. Strictly, Hepi does not make ¡°proposals¡±. Rather, it produces publications that contain analysis. Where they contain proposals, these are the authors¡¯ conclusions arising from the analysis.
