More pernicious than "bureaucratese" is the misuse of language to distort meaning. Take learning, for example. It is neither delivered nor provided. It is learners who learn. There is also a difference between learning objectives and outcomes. The latter cannot be known in advance. It does not work with a train timetable, let alone something as complex as learning.
