The chair of the National Teacher Fellowship Scheme, Sir Martin Harris, claims it has "encouraged institutions to take teaching seriously" ("Received with reservations", THES , June 14). The status of teaching would be more effectively raised were the Higher Education Funding Council for England to hold back, say, 20 per cent of the block grant from institutions until it had evidence that promotions practice rewarded quality teaching.
