State actor still best for accountability role (2 of 2)

In its recently published response to its consultation on a risk-based approach to quality assurance, the Higher Education Funding Council for England alleges in paragraph 7 that it has a statutory duty to ensure the assessment of standards (as well as quality) in the institutions it funds.

It has no such duty.
