Any fundamental review of higher education, such as that announced by the Higher Education Funding Council for England, should direct research policy and funding to support research and scholarship for all staff, and to ensuring that all undergraduate students benefit from that research. For too long the UK system has focused on the research excellence of a few and not the effectiveness of the whole system.
