Governments accepted an eight-point plan for introducing the "Information Society" which underlined the need for increased intellectual property rights and equal access to the new technologies for all Europe's citizens. Ian Taylor, the technology minister, again called for more open markets to allow the broad band networks, essential to educational progress, to be developed
