With the fall of Soviet Communism, the threat of being sent to the Siberian salt mines may have receded. But there are still means of dealing with undesirables. A manager from the BP exploration operating company was rash enough to help with the recent proposals to merge the Scottish Office education and industry departments and, incidentally, axe 15 per cent of senior civil servants. He has now been sent to Alaska.
