The Scottish Higher Education Funding Council or a similar buffer body should still continue under a Scottish parliament, according to the Association of University Teachers Scotland. Its submission to the independent Commission on Scottish Education, a spin-off from the National Commission on Education, says that such a buffer body is essential to maintain institutional autonomy and academic freedom. The Labour Party is committed to establishing a Scottish parliament.
