Sir William Fraser, former vice chancellor of Glasgow University, could head the joint planning group that will seek to establish a single body for quality in higher education. His name has been forwarded to education secretary Gillian Shephard by the quality forum, a working party representing both the Higher Education Funding Council for England and the Committee of Vice Chancellors and Principals.
