Don Foster, the Liberal Democrat education spokesman, is preparing to hold a seminar on the future of his party's policies on higher education, after declaring previous plans "unsustainable". The seminar will prepare the ground for the formation of a working party, which will consult on key funding issues before putting together a new set of proposals in time for the next party conference.
Debate is expected to focus on balancing expansion and adequate student support.
