Poor elect to stay on

Young people from disadvantaged inner-city areas who have no exam passes are more likely than ever to be staying on at school after the age of 16. According to a study by the Policy Studies Institute, 76 per cent of potential school-leavers are choosing to stay on in education, even those with no GCSE passes.
