Eric Forth, the new higher education minister, has been given the summer to solve the thorny issue of the "university college" title for colleges of higher education. Last week the Committee of Vice Chancellors and Principals, meeting the Secretary of State for Education and Employment, made it clear that it was unhappy with the latest criteria proposed by the colleges, which would have given the title to institutions with degree-awarding powers or validated by universities.
